That's right you can't build in Arg, making dungeon exploring more challenging as you can't cheese your way up to certain areas. But dungeon loot is better than in Aten so it is worth it!!

No Flight No Delight

Flying or Flying with an Elytra is fully disabled here! To get up to the sky dungeons, use spell books (Updraft) or use the Sky Explorer Item.
